Common Council Meeting Minutes – December 15, 2020

Pursuant to adjournment on December 1, 2020 the meeting of the Common Council of the City of Kaukauna was called to order by Mayor Penterman at 7:00 P.M. on Tuesday, December 15, 2020 with remote teleconference via ZOOM.

Roll call present:  Coenen, DeCoster, Duda, Moore, Roehrig, Schell and Thiele.

Absent & Excused:  Driessen

Also present:  Attorney Davidson, DPW/Eng. Sundelius, Planner Jakel, Principal Planner Watson Brunette, Police Chief Graff, Fire Chief Carrel, Finance Dir. Van Rossum, HR Dir. Vanderloop, IT Dir. Krause, and interested citizens.

One minute of silent prayer and the Pledge of Allegiance to the American Flag observed by the assembly with remote teleconference via ZOOM.

Motion by Coenen, seconded by Moore to suspend the rules and waive the reading of the minutes of the previous meeting of December 1, 2020.

All Ald. present voted aye.

Motion carried.

Mayor Penterman stated the minutes should reflect the name Peter Patschke be changed to the correct name of Paul Patschke under Public Appearances.

Motion by Coenen, seconded by Schell to adopt the minutes of the meeting of December 1, 2020 as amended.

All Ald. present voted aye

Presentation of letters, petitions, remonstrances, memorials, and accounts.

Bills Payable

Motion by Coenen, seconded by DeCoster to pay bills out of the proper accounts.

Public Appearances – none.

Business Presented by the Mayor

Public Hearing for Amending the Comprehensive Plan Future Land Use Map for property located at approximately 111 Main Avenue from Public Use to Commercial Use.

Mayor Penterman declared the public hearing open and asked if anyone in the Council Chambers or via ZOOM wished to address the Council regarding the Comprehensive Plan Future Land Use Map for property located at approximately 111 Main Avenue from Public Use to Commercial Use.

After asking two more times if anyone else wished to address the council, no one appeared, Mayor Penterman declared the public hearing closed.

Cancellations and Closings due to COVID-19 Alert.

Mayor Penterman stated all City buildings will remain closed.  The Commissioners Luncheon and Staff Holiday Luncheon have been cancelled and hope to be reschedule in late spring or early summer.

Public Protection and Safety Committee Meeting Minutes of December 14, 2020.

PUBLIC PROTECTION & SAFETY COMMITTEE

A meeting of the Public Protection and Safety Committee was called to order by Chairman DeCoster on Monday, December 14, 2020 at 6:00 P.M. remote teleconference via ZOOM.

Members present:  DeCoster, Roehrig, Thiele.

Absent and Excused:  Driessen.

Also present:   Mayor Penterman, Ald. Coenen, Duda, Schell, Attorney Davidson, Fin. Dir. Van Rossum, Fire Chief Carrel, IT Dir. Krause and interested citizens.

Motion by DeCoster, seconded by Thiele to excuse the absent member.

All members present voted aye.

Motion carried.

  1. Correspondence – None.
  2. Update on ambulance billing charges.

Fire Chief Carrel provided background on the ambulance billing charges.  Every few years it is a good idea to review billing rates to make sure they are comparable to other services in our area.  It has been five years since a comparable was completed.  This year LifeQuest completed a rate survey.  The suggested ambulance rate changes were provided to the committee. Suggestions would be to bundle the billing and no longer itemize for each item used.  This is a standard practice in other communities.  Another change would be to no longer charge for simple assist calls when no transport or treatment is given.  The third change would be to propose a small increase in BLS and ALS transport rates to keep us in line with other ambulance services in our region.  This would offset the lost revenue not charging for simple assist calls.

Questions regarding the rates were answered by Chief Carrel.

Motion by DeCoster, seconded by Roehrig to approve bundled billing and rate changes as presented on attached sheet titled “November 2020 Recommended Rate Changes with Bundled Billing”.

All members present voted aye.

Duda called for a separate vote on item number two – approve bundled billing and rate changes as present on attached sheet titled “November 2020 Recommended Rate Changes with Bundled Billing”.

Roll Call Vote:  Duda-nay, Moore-aye, Roehrig-aye, Schell-nay, Thiele-aye, Coenen-aye, DeCoster-aye.

Motion carried 5-2.

Consideration of Miscellaneous Business.

Ald. Thiele thanked Jason Lipsky, Tracy Polomis, and Library Director Ashley Thieme-Menning and staff for providing a drive-up food pantry this past Saturday.  Ald. Thiele asked Alderpersons and City staff to donate diapers to the pantry.  The diapers are greatly needed.  Mayor Penterman stated during the City food drive, which ended on December 14, diapers and other baby items were donated and will be brought to the Library.

Ald. Coenen stated the lights outside the Library are wonderful and very much appreciated.

Ald. Thiele stated she received her City calendar in the mail today, and wanted to thank Karen Koch for her hard work on the calendar.  The information given, along with the pictures are wonderful.
