Common Council Meeting Minutes – November 4, 2020

Pursuant to adjournment on October 20, 2020 meeting of the Common Council of the City of Kaukauna was called to order by Mayor Penterman at 7:00 P.M. on Wednesday, November 4, 2020 with remote teleconference via ZOOM.

Roll call present:  Coenen, Driessen, DeCoster, Duda, Moore, Roehrig, Schell and Thiele.

Also present:    Planner Jakel, Principal Planner Watson Brunette, Fire Chief Carrel, Police Chief Graff, Finance Dir. Van Rossum, HR Dir. Vanderloop, Grignon Mansion Dir. Mickelson, IT Dir. Krause, and interested citizens.

One minute of silent prayer and the Pledge of Allegiance to the American Flag observed by the assembly with remote teleconference via ZOOM.

Motion by Coenen, seconded by Moore to suspend the rules and waive the reading of the minutes of the previous meeting of October 20, 2020.

All Ald. voted aye.

Motion carried.

Motion by Coenen, seconded by Moore to adopt the minutes of the meeting of October 20, 2020 as presented.

All Ald. present voted aye

Motion carried.

Presentation of letters, petitions, remonstrances, memorials, and accounts.

Bills Payable

Motion by Coenen, seconded by Schell to pay bills out of the proper accounts.

Roll call vote:  Coenen-aye, DeCoster-aye, Driessen-aye, Duda-aye, Moore-aye, Roehrig-aye, Schell-aye, Thiele-aye.

Motion carried.

Memo – Rezoning Application received for property located at 111 Main Ave.

Mayor Penterman read the memo from Allyson Watson Brunette, Principal Planner to the City of Kaukauna Common Council regarding the rezoning application received for property located at 111 Main Avenue.  Staff seeks a motion from the Common Council to refer this item to the City of Kaukauna Plan Commission to review.

Motion by Coenen, seconded by Roehrig to refer the rezoning application for property located at 111 Main Ave. to the Plan Commission for review.

Roll call vote:  Driessen-aye, DeCoster-aye, Duda-aye, Moore-aye, Roehrig-aye, Schell-aye, Thiele-aye, Coenen-aye.

Motion carried.

Election Results

Mayor Penterman thanked Clerk Sally Kenney, City staff and poll workers for all of their hard work and shared the results from the historic November 3 General Election.  The City had 9,068 voters, 10,035 registered voters for a 90% turnout.  There were about 7,000 absentee ballots.  This is a great turnout and the City of Kaukauna should be proud.  Ald. Moore said he received a lot of positive comments about the process both in person early voting and voting on Election Day.  Ald. Thiele thanked the City staff for all their hard work in helping the Clerk’s office during this historic election.

Motion by Schell, seconded by Driessen to appoint Ashley Meyer to the KATODA Board.

Cancellations and closings due to COVID-19 ALERT.

City staff meetings twice weekly to discuss the latest COVID-19 issues.  The annual Christmas Parade has been cancelled this year.

Motion by Coenen, seconded by Roehrig to receive and place on file the Board of Appeals Meeting Minutes of October 7, 2020.

Motion by Schell, seconded by DeCoster to receive and place on file the KATODA Meeting Minutes of September 16, 2020.

Veterans Memorial Lift Bridge – State/Municipal Agreement Amendment No. 1.

Motion by Coenen, seconded by Thiele to authorize the Director of Public Works to execute Amendment No. 1 to State/Municipal Agreement for the Veterans Memorial Lift Bridge.

All Ald. vote aye.

Motion carried.

Island Street Bridge over the Tail Race – 2nd Revision to State/Municipal Agreement.

Motion by Coenen, seconded by Thiele to authorize the Director of Public Works to execute the 2nd Revision State/Municipal Agreement for a State-Let Local Bridge Project for the Island Street Bridge over the power canal trail race.

All Ald. voted aye.

Presentation of Ordinances and Resolutions.

Resolution 2020-5244 Resolution authorizing the filing of an application for financial assistance from the State of Wisconsin Environmental Improvement Fund.

Motion by Coenen, seconded by Schell to suspend the rules and waive the reading of Resolution 2020-5244 Resolution authorizing the filing of an application for financial assistance from the State of Wisconsin Environmental Improvement Fund.

Motion by Coenen, seconded by Thiele to suspend the rules and waive the reading of Ordinance 1817-2020 Ordinance Authorizing Placement of Traffic Regulation Signs on Dodge Street and Island Street.
