Common Council Meeting Minutes – May 19, 2020

COUNCIL PROCEEDINGS ‑ Council Chambers ‑ Kaukauna, Wisconsin – May 19, 2020.

Pursuant to adjournment on May 5, 2020 meeting of the Common Council of the City of Kaukauna was called to order by Mayor Penterman at 7:00 P.M. on Tuesday, May 19, 2020 with remote teleconference via ZOOM.

Roll call present: Coenen, Driessen, DeCoster, Duda, Moore, Roehrig, Schell and Thiele.

Also present:  DPW/Eng. Sundelius, Attorney Davidson, Planner Jakel, Fire Chief Carrel, Library Dir. Theim-Menning, Finance Dir. Van Rossum, HR Dir. Vanderloop, IT Dir. Don Krause, and interested citizens.

One minute of silent prayer and the Pledge of Allegiance to the American Flag observed by the assembly with remote teleconference via ZOOM.

Mayor Penterman informed the Council that Gary Keating passed away on May 11, 2020.   Gary was a member of the Kaukauna Public Library Board and was very involved in establishing the Kaukauna Public Library in the historical Eagle Mill.  Mayor Penterman expressed sympathies on behalf of the Common Council to Gary’s wife Cathy and family.

Motion by Coenen, seconded by Schell to suspend the rules and waive the reading of the minutes of the previous meeting of May 5, 2020.

Motion carried.

Motion by Coenen, seconded by Thiele to adopt the minutes of the meeting of May 5, 2020 as presented.

Cathy Keating addressed the Council teleconference via ZOOM.  She thanked Mayor Penterman on the kind words.

Business Presented by the Mayor

Appoint Giovanna Feller to the City Planning Commission to replace John Moore as citizen representative for the remainder of his term ending 4-30-22.

Motion by Coenen, seconded by Schell to appoint Giovanna Feller to the City Planning Commission to replace John Moore as citizen representative for the remainder of his term ending 4-30-22.

BOARD OF PUBLIC WORKS

Meeting of the Board of Public Works called to order by Chairman Penterman  Chairman Thiele at 6:00 P.M. on Monday, May 18, 2020 remote teleconference via ZOOM.

Members present:  Coenen, DeCoster, Driessen, Duda, Moore, Roehrig, Schell, and Thiele.

Also present: DPW/Eng. Sundelius, Planner Jakel, Street Sup. VandenHeuvel, Fin. Director Van Rossum, Police Chief Graff, Fire Chief Carrel, Rec. Dir. Malloy, Principal Planner Watson Brunette, HR Dir. Vanderloop, SEH Sr. Architect Trevor Frank and interested citizens.

  1. Correspondence – none.
  2. Sidewalk snow removal bill for 705 Desnoyer Street, Kaukauna (Chizek).

Motion by Coenen, seconded by Schell to allow Mr. Chizek to speak on his behalf if present.

Roll call vote:  Coenen-aye, DeCoster-aye, Driessen-no vote, Duda-aye, Moore-aye, Roehrig-aye, Schell-aye, Thiele-aye.

Motion carried.

Mr. Chizek was not present for comment.

Motion by Coenen, seconded by Roehrig to leave the bill as is.

  1. Sidewalk snow removal bill for 7 Eagles Court (Redman).

Mr. Redman was not present.

Motion by Coenen, seconded by Roehrig to leave bill as is.

Motion carried 7-1.

  1. Property condition at 20-22 Links Court. 

Planner Jakel stated that new building permits have been issued on this property.  The builder that has acquired the property has gone through the process of converting it into a condominium.  The property has been surveyed by a land surveyor.  A certified map has been submitted.  The building does comply with contract requirements.  The builder on the project is known to the City staff.

Planner Jakel answered questions from the Board.  City staff was asked to follow up with surrounding neighbors about the progress and status of 20-22 Links Court.

  1. Award contract for Street Department Addition/Remodeling – Phase IV.

DPW/Eng. Sundelius provided the bid tabulations for the project and explained the different alternate bids.  The recommendation from the Department of Public Works and Architect Trevor Frank of SEH is to take alternate #3 on these bids, making SMA Construction Services the low bidder.   The recommendation is to work with Vinton Construction for a change order to their existing contract with the City to include paving of the street department yard.   DPW/Eng. Sundelius and SEH Architect Frank answered questions by the Board.

Motion by Coenen, seconded by Schell to award the contract to SMA Construction Services accepting alternate bid #3 in the bid.

  1. Conveyance of Rights from City of Kaukauna to Outagamie County for CE Trail purposes.

Planner Jakel stated the City of Kaukauna will be extending the CE Trail from Loderbauer Road to Haas Road.  In order to make the improvements the County did have to acquire an additional two feet that would be situated on the North half of C.T.H. CE.  The Kaukauna Utilities has an overheard power line easement within the two foot acquisition.  Because this is a county project and a county owned highway, the City is required to give rights of way to the county over which the easement is located.  The Kaukauna Utilities have given conveyance of rights to the county already.

Motion by DeCoster, seconded by Thiele to convey the rights of the City of Kaukauna for Kaukauna Utilities overhead lines to the County Highway CE Project.

Finance and Personnel Committee Meeting Minutes of May 18, 2020.

FINANCE AND PERSONNEL COMMITTEE

A meeting of the Finance and Personnel Committee was called to order by Chairman Penterman on Monday, May 18, 2020 at 6:43 P.M. remote teleconference via ZOOM.

Members present:  Coenen, Duda, Moore, Roehrig, Schell, and Penterman.

Also present:  Ald. Driessen, DeCoster, Thiele, DPW/Eng. Sundelius, Planner Jakel, Police Chief Graff, Street Superintendent Vandenheuvel, Finance Director VanRossum, Rec. Dir. Malloy, Fire Chief Carrel, Principal Planner Watson Brunette, HR Dir. Vanderloop and interested citizens.

  1. Correspondence – None.
  2. Discuss license fee relief for Class B Combination Licenses.

Finance Director Van Rossum provided background information and potential options on fee relief for Class B Combination Licenses.  After inquiring with neighboring communities on what they would be doing, several scenarios were discussed.  Finance Director Van Rossum and Clerk Kenney answered questions from the council.

Motion by Coenen, seconded Schell to table the discussion on license fee relief for Class B Combination Licenses until the June 1 Finance and Personnel Committee meeting.

Ald. Coenen would like to see visitors to the City and suggested that something like “Shop in Kaukauna Day” be looked into as a way of doing this.

Consideration of Miscellaneous Business.

Ald. Driessen thanked Axon Hillock for updating the Solute to our Veterans sign.  It is present on the flag box outside of City Hall.

Ald. Moore referenced the Building Inspection report calling to attention the number of permits so far this year.  He asked that the City staff evaluate the volume of permits and consider hiring a full-time Building Inspector as part of the 2021 budget.

Ald. Thiele inquired if the City of Kaukauna will be holding the Electric City Experience this year.  Mayor Penterman stated that this event will likely be rescheduled and combined with a fall event.  At which time, it will be brought before the Special Events Committee.

Ald. Moore asked the Mayor to establish a sub-committee to evaluate the snow removal ordinance.  This committee should include an alderman, the Street Superintendent, and the Finance Director.  Mayor Penterman told the Council this will be evaluated again in late summer before snow season.
