Common Council Meeting Minutes – September 3, 2019

COUNCIL PROCEEDINGS Council Chambers Kaukauna, Wisconsin – September 3, 2019.

Pursuant to adjournment on August 20, 2019 meeting of the Common Council of the City of Kaukauna called to order by Mayor Penterman at 7:00 P.M. on Tuesday, September 3, 2019.

Roll call present: Coenen, DeCoster, Driessen, Duda, Kohne, Roehrig, Schell and Thiele.

Also present: Attorney Davidson, DPW Sundelius, Planner Jakel, Fire Chief Carrel, Police Chief Graff, Fin. Director Van Rossum, HR Dir. Vanderloop, Rec. Dir. Malloy, Library Director Theim-Menning, KU Gen. Mgr. Feldt, and interested citizens.

One minute of silent prayer and the Pledge of Allegiance to the American Flag observed by the assembly present.

Motion by Coenen, seconded by Kohne to suspend the rules and waive the reading of the minutes of the previous meeting of August 20, 2019.
All Ald. voted aye.
Motion carried.

Motion by Coenen, seconded by Kohne to adopt the minutes of the meeting of August 20, 2019 as presented.
All Ald. voted aye.

Presentation of letters, petitions, remonstrances, memorials, and accounts.

Mayor Penterman read a letter to the Common Council from the Kaukauna K-9 Committee requesting the use of the CE Trail and the Konkapot Trail on Saturday, September 7, 2019 for a 5k bike ride.

Motion from Kohne, seconded by DeCoster to receive and place on file the letter from the Kaukauna K-9 Committee.
All Ald. voted aye.
Motion carried.

Bills Payable – Coenen made a motion, seconded by Roehrig to pay bills out of the proper accounts.
All Ald. voted aye.

Public Appearances – None.

Business Presented by the Mayor.

Mayor Penterman gave out an updated official city directory.

Mayor Penterman asked the Council to look at Roberts Rules of Order in brief with the recommendation that it be formally adopted as the official guide for running the Council meetings.

Fox River Navigational System Authority Presentation.

Doctor Tim Rose spoke to the Council and provided written information about the Fox River Navigational System Authority (FRNSA) and policies. Wisconsin State Statutes Chapter 237 establishes the FRNSA and specified operational duties. The primary mission is to repair, rehabilitate, replace, operate and maintain the locks system.

Jeremy Cords, CEO of Fox Locks gave a presentation on the operations of the Fox River locks system. Restoration of all but one of the 17 locks in Appleton, Menasha, Little Chute, Combined Locks, and DePere was started in 2005 and completed in phases. FRNSA is committed to preventing the spread of invasive species. It is the only independent entity regularly testing and monitoring the waters of the Fox River and Little Lake Butte des Morts. Fact sheets on the proposed electric barrier at Menasha Lock, the Round Goby, and Rapide Croche Lock was provided.

Council members asked questions regarding costs and operational duties for the Lock System.

Day for Dylun Update – raised $1,500.

Mayor Penterman provided an update on the event – “A Day for Dylun” which was held in August raised $1,500.

Holiday Decorations Update.

The results of voting for new holiday decorations was shared. The top three pole decorations and the top banner will be purchased and used for the City’s new holiday decorations.

Kaukauna ranked 19th Safest City in Wisconsin for 2019.

Mayor Penterman stated that Kaukauna was ranked 19th safest City in Wisconsin for 2019 on a report provided at background.org. The study listed the top eighty safest cities in Wisconsin. This information will be shared on Kaukauna’s web-site.

Request for use of Konkapot Trail on 9/7/19 by Kaukauna Police Department K-9 Committee.

Motion by Roehrig, seconded by Driessen to allow the use of Konkapot Trail on 9/7/19 by Kaukauna Police Department K-9 Committee.

Motion by Schell, seconded by Thiele to receive and place on file the Grignon Mansion Board Meeting Minutes of June 24, 2019.

Motion by DeCoster, seconded by Kohne to receive and place on file the KATODA meeting Minutes of May 16, 2019.

Library Board Meeting Minutes of June 25, 2019.

Motion by Driessen, seconded by DeCoster to receive and place on file the Library Board Meeting Minutes of June 25, 2019.

Operators/Bar Tenders License – The following operators have applied for an operator’s license for 2018-2020 and has been recommended for approval based upon the records check done by the Kaukauna Police Department.

Motion made by Duda, seconded by Roehrig to approve the Operators/Bartenders license.
All Ald. voted aye.

Reports of City Officers.

Follow-up memo on branding initiative.

Planner Jakel gave a follow-up on the branding initiative. Groups of citizens, industry, businesses, staff and elected officials will be asked to help determine a theme used to market the city.

Tax Refund/Rescind Requests.

Finance Director Van Rossum provided information on the tax refund/rescind requests.

Motion by Coenen, seconded by Roehrig to refund money to Greater Fox Cities Area Habitat for Humanity Inc.
7 Ald. voted aye.
1 Ald. abstained (Thiele).
Motion carried.

Motion by Coenen, seconded by Roehrig to refund money to Pan-O-Gold Baking Co.
All Ald. voted aye.
Motion carried.

Budget Schedule 2020.

A schedule with the budget preparation dates outlined was provided to the Common Council.
