*Amended Common Council Minutes – April 16, 2019

*AMENDED COUNCIL PROCEEDINGS Council Chambers Kaukauna, Wisconsin –
April 16, 2019

Pursuant to Section 62.11 (2) of the Wisconsin Statutes, meeting of the Common Council of the City of Kaukauna called to order by Mayor Penterman at 8:05 P.M. on Tuesday, April 16, 2019.

Roll call, present: Coenen, DeCoster, Driessen, Duda, Roehrig, Schell, and Thiele.

Absent: Kohne

Also present: DPW Sundelius, City Atty. Davidson, Asst. Fire Chief Schneider, Police Chief Manion, HR Director Vanderloop, Fin. Director VanRossum and interested citizens.

One minute of silent prayer and the Pledge of Allegiance to the American Flag observed by the assembly present.

Presentation of letters, petitions, remonstrances, memorials, and accounts.

Public Appearances.

*Phil Kohne, 2106 Olde Country Circle requested the Council seek new leadership for the President of the City Council. Kohne recited the Google definition of the word leadership.

*Ald. Kohne then took his seat at the Council.

Business Presented by the Mayor.

Election of Council President.

*Ald. Roehrig nominated Ald. Coenen for President of the Council and made a motion that nominations be closed and a unanimous ballot be cast for Ald. Coenen.

*Ald. Kohne made a motion to reopen the nominations, seconded by Duda.
All Ald. voted aye.
Motion carried.

*Ald. Kohne nominated Ald. Roehrig for President of the Council. Ald. Roehrig declined the nomination.

Ald. Duda nominated Ald. DeCoster for President of the Council.

Motion by Roehrig that nominations be closed and a roll call vote completed on the motion to nominate Ald. Coenen for Council President.
Roll Call vote: Coenen – aye, DeCoster – nay, Driessen – aye, Duda – nay, *Kohne – nay, Roehrig – aye, Schell – nay, Thiele – aye, Mayor Penterman – aye.
*Motion carried 5 to 4.

Election of Chairman of the Board of Public Works – this item was pulled from the agenda. Atty. Davidson explained that by State Statue the Board of Public Works Chairman is to be nominated at the first meeting in May.

Appointments to standing committees and commissions.

The Mayor passed out his recommended appointments. These recommendations should be looked at and voted on at the first May Council meeting.

Reports of City Officers.

Atty. Davidson welcomed the new council member and provided a handout of a simplified version of meeting protocol. He asked council members to take the time to read through and understand the protocol provided.

DPW Sundelius reminded the council members of the Heart of the Valley Metropolitan Sewerage District annual community meeting is Wednesday, April 24 at 12:00 pm in the City of Kaukauna Community Room. All council members are encouraged to attend.

*Ald. Kohne requested several items be placed on the Council agenda. These items include a council retreat, transparency in the committee reports, the attorney and mayor positions, and street assessments of all new subdivisions brought into the community.

Motion by Driessen, seconded by Duda to adjourn.
All Ald. voted aye.
Motion carried.
